Abstract: The reinforcement of inner-party supervision and the promotion of the reform of the supervision system are two important mainstay for current institutional anti-corruption. On November 7^th 2016, the Pilot Project Scheme on Carrying out the Reform of National Supervision System in Beijing Municipality, Shanxi Province and Zhejiang Province was issued by the General Office of the CPC Central Committee, which opens up the reform of national supervision system through the establishment of the supervisory commission in the areas of pilot project for the experience accumulation of the nationwide reform of supervision system. Although the establishment of National Supervisory Commission is of great significance to China’s reform of supervision system, the problems of its constitutionality, its self-supervision and its functional connection with procuratorate have not yet been solved jurisprudentially, which is worth being further discussed.
