The Legislation and CPC's Inner-Party Regulation Research Center is rebuilt on the basis of Legislation and Social Governance Research Center at Xi’an Jiaotong University. It is committed to serve as a platform for education, academic research and legislative practice. It aims to integrate resources, to create bridges and bonds between scholars and experts who shall lead and train research teams, etc… Its goal is threefold: to describe, analyse and summarize current trends and experiences in Chinese legislative practice through systematic research on legislation, develop theories of legislation with Chinese characteristics and develop know-how and skills needed to provide solutions to problems in legislative practice; to participate in legislative activities and research in order to address China’s (especially Western China’s) regulation challenges, to act as the “think thank” and “bank of ideas” for central and local legislatures; to educate and train legislative professionals for educational, research or legislative institutions, and improve the skills and capabilities of legislative officers in local legislatures through special training courses. With these efforts, this Center tries to contribute to the development of China’s legislation and CPC's Inner-Party regulation.

Legislation and CPC' Regulation Research Center has considerable expertise in education and social-scientific research. Prof. Baomin Wang, the Director of the Center, gained his PhD in Law from Peking University and has devoted decades of research to the study of legislation. He has also served as the director of the Shaanxi Provincial Society for Legislation. He has published many and important works on such topics as “Theories and Practice of Parliamentary Legislation (People’s Congress)”, “The Legislative Role of the Government”, and “Law Remaking Role of the Judiciary”. Under his lead, this Center has gathered top scholars in both legal and political science from home and abroad, as well as experts from local legislatures in Western China. With several years of collaborative work, this team has displayed both profound theoretical capabilities and rich practical experience always in the spirit of collaborative innovation.

Since its establishment, the Legislation and CPC' Regulation Research Center has actively promoted and carried out extensive domestic and foreign academic exchanges and cooperation. It participated in domestic and international conferences, organized international exchange programs and developed collaborative research projects. Meanwhile, the Center has built a long-term and stable cooperation with local People’s Congresses and governmental legislative departments. Over the years, the Legislation and CPC' Regulation Research Center has become one of China’s most important research institutions on legislation studies.
